This can easily be modified for smaller or longer larger cone shapes. If you find that your chain is to short, just make another chain estimating how much you will need and pin it on

Work 1 SC in the next chain. Skip 2 chains. **Work a shell. *Double Crochet, Chain 3, Slip Stitch in the top of the double crochet. Repeat 5 times total from *, all in the same chain. skip 2 chains, single crochet in the next chain, skip 2 chains. Repeat from ** across the length of the chain.
Once you get your strips made, you will evenly wrap the shell strip, pinning around the Styrofoam cone with your floral pins, hiding the pins beneath the shells so they are overlapping the previous row.
